Licensing settings are not so simple to find, but there are :)
I saw that it's not the only question on the forums about where is the license. For some strange choice it is part of the "Categorization" option: from the admin Tab in ther project, at the end of the page there is the "license" option.
since you are the author you can release your software under as many licenses as you like. Multiple licenses are no legal conflict. The Trolls do exactly the same (GPL, LGPL, commercial license available).
Just as you neeed to fullfill your obligations to Nokia depending on the Qt license you choose the receipients of your software will choose a license and need to comply to your respective terms.

500k books? Oslo is a small town, isn't it? My advice: Don't cut on well educated librarians. Those are more important than computers. What I'm missing most here in German libraries is well functioning tagging and grouping of books. I love to pick books by hand, can't stand robotic storage. When it comes to tagging it should match words in a tolerant manner (Ngram based). Please also open the service by the means of a web service to the out-side. If you just make the raw data available everybody could write its own search engine on top.
